New Rules for Dentists: A Game Changer for Care Access

A staggering 60% of communities in France grapple with a severe shortage of dental care.

Get ready for a seismic shift in the dental landscape starting January 1, 2025! New regulations are aimed at tackling the dentist drought plaguing numerous regions in France.

Under these groundbreaking changes, state health insurer Assurance Maladie will no longer approve practices in areas deemed ‘very high’ or ‘high’ in dentist density. But don’t worry—entering underserved territories will still earn the green light!

Currently, a shocking 65% of communes across France face a dire lack of dental professionals—many of these areas are located far from the bustling heart of major cities.

These reforms have garnered the support of France’s primary dental unions, representing a whopping 95% of dentists. However, some students are voicing concerns about the restrictive nature of these rules.

And that’s not all—similar regulations for doctors might soon follow as France confronts the challenge of ‘medical deserts’ nationwide.

Unlocking Access: An Interactive Tool for Dental Care

Starting January 1, dentists can seamlessly take over existing practices or fill in for retiring colleagues in well-served areas while still benefiting from state reimbursement.

Importantly, the new rules don’t block entirely private practices, but without state approval from Assurance Maladie, those practices will not be able to reimburse patients for their dental expenses.

For your reference, state insurance typically covers 60% of dental fees (compared to the 70% for many other health services), while private insurers and optional mutuelles handle the rest.

While these new regulations might appear restrictive at first glance, less than 5% of areas will actually be impacted. Most of these regions are in major metropolitan hubs like Paris, Lyon, and Anglet. Are New Regulations for Doctors on the Horizon?

Interestingly, similar restrictions are already in place for other healthcare roles, including midwives, nurses, and pharmacists. The expansion to dentists could pave the way for future regulations for doctors, encouraging them to serve in regions desperate for medical attention.

A recent bill, introduced on December 3, 2024, and backed by 237 MPs, aims to restrict doctors from establishing practices in areas with adequate coverage unless a current provider retires—mirroring the new guidelines for dentists.

This bill has momentarily been sidelined due to ongoing political turbulence in France, but discussions are anticipated within the next year. With bipartisan support for the initial proposal, its passage seems likely!
